Dues/Salary Cap
1) Dues must be paid on or prior to the day of the draft.  Failure to do so will result in the forfeiture of a 4th
Round pick in the 2011 draft.  Dues for the 2011 season will be $40.00.

2) The Salary Cap ($225,000,000 in 2011) will automatically increase, beginning in 2004, by the same
percentage that the Action! PC Football game engine increases NFL salaries (currently 40%).

Rosters/Draft
3) Roster size for the 2011 season is 54 players with a 4 man disabled list.  Each team's 4 man disabled list
may consist of "uncarded" players, as well as players with a 1 to 4 durability.  All salaries count against the
salary cap.

4) After the EFL draft, any team may drop and then add one player prior to the start of the NFL season.

5) Each team may add a position to one offensive lineman and one defensive player, with the following
restrictions:
  • You cannot draft a player and then add a position to him in that season.
  • Centers cannot move to tackle and vice-versa.  
  • Defensive players can only be moved in the following manner: DT and DE to DL, ILB and OLB to LB,
    CB and S to DB.

6) All drafts will be held in the NFL tradition; the Super Bowl participants pick last in the draft regardless of
regular season record.

Trades
7) No trade will be recognized by the EFL without official documentation (including the Commissioner's
signature).  Also, no trade will be recognized by the EFL involving a team that has played more than 12 games.

8) If a trade occurs during the season that creates an open roster spot, that open roster spot must be filled by
a player who plays the same position as the player traded.
  • The Commissioner can veto any trade that violates the integrity of the EFL. (i.e. a player is traded for
    the purpose of creating an open roster spot and that  roster spot is then filled by a "surprise" player
    having a great year in the current NFL season).

Game Play
9)  Action! PC Football fatigue will be set to the following default settings:
  • Game fatigue: Mild -10% real life usage, Moderate - 20%, Major -30%.
  • Season fatigue: Mild -110% real life usage, Moderate - 120%, Major -140%.
  • QB and special teams fatigue - On.  **Game and Season fatigue will stay turned on for the playoffs.

10) 'Penalty Frequency' will be set to "3" for all teams.

11) No onside kicks are permitted in the first half unless a team is trailing  by 17 or more points.  Onside kicks
are permitted in the second half only if a team is behind.  ** Teams are allowed one "surprise" onside kick per
game (i.e. an onside kick which violates the rule).

12)
"Danna Rule" - In the final 3 minutes of a half, the offensive team must ask the defensive team whether or
not it wants to call a time-out before taking any action.

Rescheduling/HAL
13) In the event that a coach or coaches cannot play at the scheduled time, that game may be rescheduled at
the discretion of the Commissioner.  If the game cannot be rescheduled, the computer will coach both
teams.  If only one coach can play the game, HAL will coach the other team.  As a penalty, home field
advantage will be turned off for the computer coached team if that team is at home.  If the computer coached
team is the visitor, the home team's advantage will be set to "5".

14) A coach may miss 2 games.  Any missed games after that will be forfeited.  If a coach misses a 5th game,
a player from his roster (voted on by the league) will become a free agent at the end of the season.

Miscellaneous
15) When voting for a Super Bowl site, you may not vote for your own stadium.

16) Award ballots must be turned into the Commissioner by the completion of the Super Bowl or that team(s)
will forfeit a 4th round draft pick in the following season's draft.

17)
"Stadium Rule" - Any team wishing to change stadiums prior to the upcoming season must get majority
approval from the rest of the teams in the league before moving.

Expansion Rules
1) Any teams wishing to enter the league must first get approval by a majority vote of current EFL owners.

2) 1st Round: Teams initially protect 15 players.  The expansion team(s) then drafts one player from each
team.

3) 2nd Round: Teams protect an additional 3 players.  The expansion team(s) then drafts one player from
each team.

5) 3rd Round: Teams protect an additional 5 players.  The expansion team(s) then drafts one player from
each team.
